About Us

Addiction Recovery Legal Services was founded by Alan S. Levine, Esq. and Raymond G. Ferrero III, Esq. They have devoted their practice to representing families in Civil Court where they began to utilize a little known (and, understood) Florida Statute called the Hal S. Marchman Alcohol & Other Drug Services Act. Under this law, Mr. Levine and Mr. Ferrero began helping families deal with the unique issues and difficulties faced when living with a loved one's substance abuse and drug addiction. More so, they understanding the unique legal issues associated with individuals who have a dual diagnosis for both substance abuse and mental illness. The Florida Marchman Act was their way of assisting families to obtain and enforce confidential, court ordered drug and alcohol intervention, assessment, stabilization, and treatment before an individual suffers the significant and dangerous affects of substance abuse and addiction.




Raymond G. Ferrero III, Esq.

Raymond G. Ferrero III, Esq. is an attorney and founding co-partner of Addiction Recovery Legal Services, LLC. He is also the Executive Director of Health Affairs for Nova Southeastern University's Health Professions Division, and an associate professor of Psychology and Behavioral Medicine for Nova Southeastern University's College of Osteopathic Medicine. Mr. Ferrero has practiced law in Broward County since 1994, beginning his career as an Assistant Public Defender for the 17th Judicial Circuit as a Felony Criminal Defense lawyer. It was in this capacity that he witnessed the disproportionate number of clients who suffered from significant mental health and addiction related issues.

Mr. Ferrero’s career in the field of substance abuse, dependence and addiction has been both as an advocate and educator. He developed and is the current director for Nova Southeastern University’s Student Assistance Program. He has helped to negotiate and draft legislation in Tallahassee in conjunction with PRN (Professional’s Resource Network) and the Florida Council of Deans to fund and assist impaired health professions’ students throughout Florida. Mr. Ferrero sits on the Board of Directors for the NSU / United Way Commission on Substance Abuse, the United Way Coalition Against Substance Abuse and the Broward County Bar Association. He has worked as a law enforcement crisis intervention educator; and, professionally, Raymond has represented thousands of adolescents and adults struggling with drug and alcohol abuse-related issues within the court system. In 2009, Mr. Ferrero was appointed by the Honorable Governor Charlie Christ to sit on the Statewide Drug Policy Advisory Council.

Raymond G. Ferrero III, Esq. is a native Floridian, a graduate of Florida State University and earned his law degree from Nova Southeastern University Shepard Broad College of Law.


Alan S. Levine, Esq.

Alan S. Levine, Esq. is an attorney and founding co-partner of Addiction Recovery Legal Services, LLC. He is also the founding Partner of Levine and Associates. He has been a member in good standing of The Florida Bar and the United States District Court, Southern District of Florida, since 1990.

Mr. Levine has represented thousands of individuals and families with regard to drug addiction, mental health, and criminal issues.

He has handled thousands of cases representing individuals facing commitment under the Florida Baker Act. Mr. Levine also represents elderly, disabled individuals and their families in Adult Protective Service hearings and Incapacity proceedings. Mr. Levine also handles complex wrongful death and personal injury cases throughout the country.

Mr. Levine is a member of the: Broward County Bar Association; Florida Association of Criminal Defense Lawyers; National Association of Criminal Defense Lawyers; and American Association for Justice.

Mr. Levine attended Miami Palmetto High School and subsequently went to the University of Miami. Mr. Levine graduated Miami in 1986 earning a Bachelor of Music degree, Certificate of Distinguished Academic Achievement, Music Industry Program Directors Award and induction into the Iron Arrow Honor Society (the highest honor attainable at the University). Mr. Levine then went to Nova Law School obtaining his Juris Doctor in 1989.


Stephanie Coberly

Stephanie Coberly is a Licensed Mental Health Counselor (licensed through the State of Florida) and a Certified Addictions Professional. She also has a private practice providing Individual, Family, Group and Couples Counseling as well as working with local organizations and businesses as a Consultant. Mrs. Coberly has been providing the community with counseling services since 1996, beginning her career as an In-home Therapist and Community Liaison with Psychotherapeutic Services. It was in this utility that she witnessed firsthand the need for empathy and compassion for those clients and families dealing with significant mental health and addiction related issues.

Upon leaving that position, Mrs. Coberly joined The Starting Place as an intern while attending Nova Southeastern University to obtain her Master’s degree. Mrs. Coberly was hired by The Starting Place as a Program Coordinator for the Youth Opportunity Diversion Program. Working in conjunction with the State Attorneys Office Mrs. Coberly developed a unique in-home program to help the families of Broward County. Mrs. Coberly was then promoted to the A ssessment and Referral Supervisor position. It was in this capacity that Mrs. Coberly became familiar with the Florida Marchman Act. She attended the Marchman Act Hearings on a weekly basis as a liaison. Working first hand with the families involved she was able to provide community prevention, intervention, educational workshops and seminars. Her role of Supervisor expanded as she became the Supervisor of the Wraparound and Outreach Programs where she continued to supervise a team of clinicians, practicum interns, volunteers and staff.

Stephanie Coberly is a native Floridian, a graduate of The University of South Florida and earned her Master’s degree from Nova Southeastern University, Center for Psychological Studies. Mrs. Coberly is an Active Member of the American Counseling Association and National Mental Health Counselor’s Association. Mrs. Coberly is a Past Advisory Board Member for the Urban League and Past President of the Golden Key National Honor Society, Past President of Phi Eta Sigma National Honor Society, Past President of Themis Honor Society, and Past Vice President of Big Brothers/Big Sisters of Tampa.


Veronica Deeb

Veronica Deeb is the Paralegal/ Office Manager for Addiction Recovery Legal Services. Her continual dedication and excellent customer service skills in dealing with clients, families and court staff, has proven to be an asset for Addiction Recovery Legal Services.

Mrs. Deeb’s experience ranges in the legal field for over 5 years and in the managerial field for over 15 years. She holds an Associate of Arts Degree in Paralegal Studies.


Melissa Morgan

Melissa Morgan is our Director of Outreach. With over 7 years experience in Medical sales and marketing, she has a proven track record of building dependable relationships with both professionals and staff. She is reaching out to the mental health community and educating them about the Marchman Act and how it can positively impact the lives of the addicted and their loved ones.

Melissa Morgan holds a Bachelors of Science degree in Family, Child and Consumer Science and a Master of Science Degree in Elementary Education from Florida State University.
